Under the trend of economic globalization, the R&D practitionersarrange varied R&D activities worldwide organizationally to promote theinnovation resources restructuring and configuration, exerting far-reachinginfluence on the host region’s economic development and technologicalinnovation through technology transfer and technology spillover. In recentyears, R&D internationalization is developing more and more rapidlyworldwide with huge momentum, which offers good opportunities for theeconomic development and technological progress for different regions.R&D internationalization exerts important influence on the subject,environment, human resources and system of regional innovation through itsinternationalized funds, organizations, activities as well as output. On onehand, such influence can enhance capability of the talent, finance, technology,competence and environment for independent innovation. On the other hand,it may result in the region’s brain drain and fund shift, as well as threat thetechnology security and policy system. Against this background, it is ofstrategic importance to promote the industrial structure upgrading andregional economic growth by increasing R&D international exchanges andimproving independent innovation capability.Firstly, a summary of related theories on R&D internationalization andregional independent innovation is made to introduce the R&Dinternationalization’s basic concepts, development theory, forms, currentdevelopment status and future trend. At the same time, the elements, basictheory, types, research methods and driving mechanism of regionalindependent innovation are analyzed in detail. Then, a research on therelationship between both partners is conducted, especially on the mechanismand effect which R&D internationalization acts on regional innovation. Afterthis, the International Interaction and Cooperation Mechanism is proposed inthe paper based on the analysis of traditional regional innovation system. Secondly, the Infection-Variation Model is proposed to simulate R&Dinternationalization’s influences on Regional Innovation. This model wellsimulates the regional innovation partners’ process of transformation fromimitating the introduced technology to internal absorption and evolution,helping to realize the promotion of core competitiveness of independentinnovation. The stimulation is divided into two-stage, namely InfectionModel and Variation Model. The Infection Model also contains process modeland behavior model, which greatly perfect the theory system. Then the paperproposes one Evaluation Index System and offers a new quantitativeevaluation method for the regional innovation capacity under the R&Dinternationalization. This index system, at the first time, combines R&Dinternationalization index and independent innovation index to get anobjective and comprehensive evaluation index system.Finally, Shanghai is taken as a case to research the regional innovationstrategies. After the analysis on the status, problems of Shanghai’sindependent innovation capability in responding to R&D internationalizationare found. At last, some critical recommendations are provided to improveregional innovation, such as leveraging MNCs from home and abroad as wellas enterprises and alliances, strengthening support to R&D institutes fromuniversities, emphasizing on various types of talent training and introduction,building innovative intellectual property protection and service system toenhance the independent innovation in all dimensions.The innovation of this paper is to design the International Interactionand Cooperation Mechanism by combining R&D internationalization andregional innovation, as well as propose the Infection-Variation Model toanalyze this mechanism and design a new regional inovation EvaluationModel.
