Study On The Tendering Process Of Public Projects For Agency

Governments are using the pulling force of investments since the economiccrisis，and with the new trends of high-efficiency and more-transparency inpublic management, more and more projects need to select qualified suppliersthrough biddings. But the threads exist as well, just like the competence, theculture gap between agency and the owner and the strict legal environment, etc.Public projects are under the supervision of the masses, who is the end user of it.Fraud and corruption make people doubt the agency’s work, and the biddingprocess need to be improved. But the bidding processes as the World Bank andthe ADB projects, the machinery import projects as well, are not suitable for thepublic projects or to be used in the process management of the tendering agencyfor improving the competitive, which are for loan management or for somespecial goods. Most studies of the tendering are concentrated on the operation ofthe tendering work just according to the regulations. And we know, theImplementing Regulations of the Bidding Law and the GPA of the WTO are thelatest trend of the study on tendering in China.Legal is the basement of the tendering process. Agency and the bid ownerrelation is one of the principal-agency relations, which is also one lateralrelation between the agency and the government，whose main internal relationsis vertical. Also, the public projects are different from the private projects, as somany relations are there and exits multi-principal-agency relation. That alsomeans the risks to the agency are from two aspects, the law and the contract.Based on the strict requirements of the public projects, this essay can been usedin general projects via quality management and cost engineering for the biddingagency, illustrating the risks in each step, emphasizing end to end procedure andtime control, which can directly promote the satisfactory of the client.Then two cases show the process management, which can acts as thegeneral procedure of the projects, is important for time saving and promotingthe efficiency. Through the cases show not only the key processes, but also howthey work are stressed. The case also explains the continuous improvementmethod of DMAIC, which also a general tool for all kinds of work process management in the tendering project.The study uses the methods of investigation, survey and some tools ofquality management and cost engineering, analyzes and proves the work processmanagement of public project can improve the management of tenderingcompany and then lead to the final success of the project.
