The Research On Assessment The Performance Of Management Of Enterprises Of Agricultural Water Supply

After the water conservancy industry of China had actualized a reform in the state-owned property management, how to assess the performance of enterprises of agricultural water supply which not only to increase the economic benefit, protect and add state-owned property value, but also to arouse its enthusiasm to make an efficient prompt & constraint system, is the urgency problem the water conservancy industry facing, that will play an import role in development of water conservancy economic.Through analysis & appraising the various performance assessment methods and integrating the existing research accomplishments of performance appraisement theories, based on the balance score card (BSC), this paper has provided a system of indices, which apply to enterprises of agricultural water supply. The system is taking the strategic goals of enterprises of agricultural water supply as center, to comprehensive appraise the performance, which give attention to long-term and short-term benefit, of enterprises of agricultural water supply from fiance, marketing, internal managements, learning & development 4 aspects. Appraise indices are comprise of accounting basic and marketing foundation, which had contained financial and non-financial indices, also had included quantitative calculation and qualitative description to strive to reflect the performance conditions of enterprises of agricultural water supply comprehensively, generally, veritably. At the sametime, the means on weighting of the appraisement indices has been analysed and the AHP has been selected . According to the features of designed appraisement system,the model of appraisement has been designed.When using the modle handling data, the paper has specified that different methods on handling data have been used with the indices which perhaps are dissimilar in significance and character.Finally, the related data of two medium-sized enterprises of agricultural water supply in certain area have been selected for verifying and analysis,with the purporse that the existed problems and the predominace & inferior aspacts of the development of enterprises of agricultural water supply have been found out by using the tool — appraisement system, what' s more ,it has illuminated that the appraisement system based on the balance score card (BSC) is comprehensively and generally in some extent.
