Following the reform and opening up, the China enterprises have made aprosperous progress. However influenced by US subprime crisis and European debtcrisis, the China enterprises are facing difficulties especially for the small and mediumsized enterprises(SME) in exploring oversea market under the downfall trend ofworld economy and ability lack of the companies. They are facing difficulties such asoversea market channel capital technology and marketing skills.In order to solve the problems, the essay analyze why the enterprises especiallySME in Tianjin of China have to explore oversea market and make an analysis aboutdifficulties when they explore the abroad. Through the authors’8years workingexperiences in Tianjin Chamber of Commerce and Industry (TCCI in short), visits andinterview of more than20companies, using the theory of management and economyand SWOT analysis of TCCI, the author analyze systematically possibility of overseamarket exploration, combining the help and power of TCCI and make a strategy andsuggestion design for the oversea exploration of TCCI. A detail and easy to realizeaction plan have been made from the suggestion design through analysis of the levelup of TCCI management, oversea exhibition, mutual business visits oversea businessbase.The breakthrough of this essay is that through the way of foundation of overseabusiness base, it has found a new way to help member companies to explore overseamarket with every kind of resources help of TCCI and it tells the way, process andgood initial results of the oversea business base of TCCI and make a furtherdiscussion for the future development. The essay is trying to make a reference forothers to explore oversea market.
