However, our foreign investment has advanced by leaps and bounds in longitudinal study for the development of economy. Along with the constant deepening of reformation and opening in our country in the late 1990s, China has been more engaged in the international market. Hence the form of our foreign investment diversified a lot. The embryonic form of Chinese Oversea economic zone emerged in this period. And the golden age of Chinese foreign investment started at the beginning of 21st century. Since the state council allotted the decision that reforms about investing system, a more corresponded investment system which fit the international economic society come into being. Those policies and regulations provided a regular platform for Chinese foreign investment and accelerated its development, in which way encouraged a well-constructed investment system. As a result of that, the concept of Oversea Economic Zone came into sight of Chinese overall foreign investment strategic planning.The practice of Oversea Economic Zone has started since 2006. As an unprecedented project, it fleetly spread all over the world. Combining with the government-leading and independent operating of enterprises, this project not only fulfilled enterprises’ requirement of tax-reduction, more revenue and reclaiming of international market, but also became an important component of "go global" strategy. In virtue of the particular characteristics of Oversea Economic zone, Chinese government should achieve still more information of international relation more than precipitate enterprises’ own effort. From the perspective of International relation curriculum, the construction of Chinese Oversea Economic Zone provides win-win opportunity for the concept of sovereign state and International market, which originally constrict to each other in their principal. Oversea Economic Zone is not only the practice for mainstream theories in IPE, but also a rebuttal for hegemonic stability. Studying the development and stragtic of Chinese Oversea Economic Zone has practical significance for higher economic goal and implementation of Chinese foreign policy based on peaceful coexistence.The establishment of Oversea Economic Zone could take full advantage of surplus capital and help mold host-countries’open economy, which goes long way for their development and economic globalization. Meanwhile, capital investment uses Oversea Economic Zone as a carrier could produce advanced technology of both production and management for host country. Consequently, they can enhance their industrialization development with the solution of unemployment and increment of government revenue. The global distribution of Chinese OEZs still focuses in peripheral countries and developing countries in Asia, Africa and Latin America. Although it revitalized traditional high-energy-consumption and high-cost industries, it didn’t provide a fundamental solution. Right now there are only few OEZs that targeted in developed countries with more difficulties and cost. Yet China can learn more valuable experiences of advanced technology and managerial expertise, which can cause more breakthroughs for Chinese economic innovations.Although Chinese Oversea Economic zone maintains a good momentum of development, problems and difficulties still exist. Recent years international opinion also strikes up a discordant tune on the construction of Chinese Oversea Economic Zone, questioning the effect. They maliciously deduce in western centralism way that Chinese strategy of OEZs concentrated at strengthening political control on host countries. Those problems come down to the macroeconomic and policy mechanism externally. Meanwhile they also need enterprise to remedy the defect of operation internally. After all it’s quite important to China to establish a good self-image in international society. Only steady international political environment and prosperous domestic economic environment could nurture the long-term growth of Chinese Oversea Economic Zone.
