Study On Transform Of Bonded Port Area To Free Trade Port Zones In China

Since the early1990s, our country has established in succession15bonded zones,8logistics parks and5bonded port zones. The construction of these special areasconsults successful experiences of overseas free trade port zones and combinesspecific condition in our country. They contribute significantly on many aspects asconnecting domestic and overseas markets, introducing fund and technology,developing outward-looking economy and driving the progress of regional economyetc. But objectively speaking, these special areas still have a large gap compared withforeign mature free trade zones on functional design, legal system, managementsystem, and regulatory model etc. Nowadays, the step of China integrating into theworld economic system is gradually accelerating, how to construct a real free tradeport zone has become an important research topic.The current study firstly summarized the developmental course of foreign freetrade port zones and the theories concerning promoting free trade port zones.Subsequently, successful experience in legal system, management mechanism, andregulatory regime was systematically summarized with the analysis of a specificexample: the construction of free trade port zone in Hong Kong. Furthermore,analysis was applied on developmental status of Chinese bonded areas andobstructions of further development. Simultaneously, suggestions as to break throughthe obstructions were provided. Eventually, SWOT analysis on existing environmentand development prospects of Dongjiang Bonded Port Area was conducted, alongwith some specific proposals.The research of this thesis shows the core ideology of the operating mechanismof free trade port zone should be providing convenience for trade and investment, andtruly realizing “Letting go in the fist line, controlling in the second line and nointervening within the zone” We should consult international practices, conductgroundbreaking explorations and attempts from management system, legal standards,and functional system etc. Striving to build trade facilitation platform, so as to provide enough space for proprietors to increase efficiency and reduce cost and also turn thefree trade port zone into an engine driving regional economic development andinstitutional innovation.
