Since the adoption the policy of reform and opening up, China’s technology leveland the composition of industrial technology have undertaken great changes, whilesustaining a high speed of economic development. However, to cope with the rapidtechnological innovation, increasingly enhanced resource and environmentalconstraints, fierce international competition characterized by innovation andtechnology upgrading, the problem of insufficient capacity for independentinnovation in China has increasingly become a bottleneck restricting China’seconomic development. To accelerate the advancement of China’s self-independenttechnological innovation capability is, inevitably, an important task of the "12thFive-Year" period which guides China’s economic development, as well as aninevitable requirement that enhances China’s comprehensive national strength andcompetitiveness.So far, both domestic and foreign studies on technological progress have mainlyfocused on whether or not the international trade, FDI can bring the technology tooverflow, whether technology spillovers of technological progress has a positiveeffect or negative effects on these areas. But very little light has been thrown to therole of international trade in technological innovation. And thus, the study oninternational trade of promoting technological innovation capability is of greatsignificance to China, claiming the world’s largest import and export trade.This paper, based on the previous studies, analyzes the effect of internationaltrade on inter-provincial high-tech industrial innovation. The purpose of research is toanalyze mechanism of international trade of promoting technological innovation. Firstof all, this paper summarizes the concept and content of technological innovation,indicating the research orientation of selecting the high-tech industry as the primaryanalysis target. Secondly, the data of China high-tech industry trade and innovationcapacity from2003to2009is selected to build a model and analyze the strength oftechnological innovation capability of the different provinces, then stating thehypothesis that “the international trade does have promotion of China’s high-techindustry innovation”. Finally, the research sorts and interprets the data, and by using the above-mentioned model and data, empirically analyzes the effect of internationaltrade upon the high-tech industry innovation, then analyzes the empirical results. Thispart consists of empirical analysis of imports level and data analysis of export levels.The main conclusion is that the technology innovation capability requires morethan the inputs of the exporting country domestic factors of production, it also relieson international co-operation and competition. For example, the importing countrycan absorb technological advantages attached to the imported products, and gettechnical support of new products from the exporting country to enhance the technicallevel around the country, while,importing and using the new products. This is animportant step in the promotion of the national technology innovation capability, andit can also save time and cost of the development and application of new technology.As to the exporting countries, in the context of fierce international competitions, thebackward and international-competitiveness-lacking industry can be eliminated bythe export trade, and thus promote the flow of the production factors to the industrywith independent intellectual property rights and international competitiveness. Atthe same time, the survived export-trade-oriented enterprises, in order to avoid beingout of the market and seize market share, is bound to further investment in R&D toimprove their own R&D capabilities to promote product upgrading, makingcontributions to technical innovation capability of exporting countries, and ultimatelyforms competitive industries of intensified industrial clusters.
