In the context of global innovation-driven sustainable development,scientific and technological innovation is the primary strategic force to promote the progress of scientific and technological civilization,and is the key force to further improve the current overall strength of China and China’s core competitiveness.The development of high-tech industries is of great practical significance to accelerate the transformation of China’s new national economy.However,China’s high-tech industry still faces many problems,such as weak independent innovation ability,lack of core technology,and excess innovation resources.In order to deeply analyze and solve the above problems,this paper selects a representative high-tech industry in the Yangtze River Economic Belt as an empirical research case,and uses the ultra-efficient DEA model and Malmquist index model respectively to study the static and dynamic comparison of the two stages of technological innovation,so as to find the reasons hindering the development of technological innovation efficiency.So as to provide a solid theoretical basis for China’s technological innovation policy.It provides a theoretical reference for promoting the optimization,upgrading and transformation of the same type of high-tech industry in China,and further improves the technological innovation efficiency of China’s high-tech industry.Firstly,from the two aspects of technological innovation and technological innovation efficiency,the technological innovation resources and achievements of high-tech industries in 11 provinces and cities in the Yangtze River Economic Belt were studied.Secondly,the ultra-efficient DEA model and Malmquist index model are used to analyze the static and dynamic comprehensive analysis of the technological innovation efficiency and efficiency growth of high-tech industries in the Yangtze River Economic Belt from 2011 to 2020.It is found that in the field of technological innovation in high-tech industries,the high-tech of the Yangtze River Economic Belt has problems such as uncoordinated efficiency development in two stages,unreasonable resource allocation,and large differences in efficiency and its growth decomposition indicators.On the basis of this research,the coordinated development of the two stages,the optimization of innovation resource allocation,the adaptation of measures to local conditions,and the formulation of relevant innovation incentive policies are discussed.The relevant research results proposed in this paper and the uncoordinated development of high-tech industry innovation resource allocation in the Yangtze River Economic Belt not only enrich the relevant theories of technological innovation efficiency improvement in regional high-tech industries in China to a certain extent,but also have certain reference and research significance for the application and reform of technological innovation efficiency improvement in other parts of China.Figure [13] Table [18] Reference [80]...
