Abstract:With the reform of the global technology advancement, in order to adapt to the economic globalization brings new market demand, to participate in international economic competition and at the same time, domestic area increased the high-tech industry development. Shanxi province for many years has been to rely on its own resource advantage, with high energy consumption, high investment and high pollution of the extensive mode, promote the development of the economy of the province. But as the stock of resources and environmental pressure constraint, in recent years, Shanxi province to adjust the industrial structure, optimize the mode of economic development, vigorously develop high-tech industries. According to the statistical results over the years in Shanxi province high-tech industrial index data, can be seen in the Shanxi high-tech industry scale has been greatly improved, but the technology innovation efficiency of high-tech industry in Shanxi Province in the domestic and even central areas are still relatively backward status.To increase investment in technological innovation resources of high-tech industry all at the same time, we should make a rational allocation of resources, maximize the use of resources. Taking into account the integrity of the data in the statistical yearbook, this paper selects three industries of high-tech industry in Shanxi province statistical yearbook data integrity (pharmaceutical manufacturing, electronics and telecommunications equipment manufacturing industry and the medical equipment and instrument manufacturing) as the research object, study time is from2004to2012, using DEA model to calculate the technology the innovation efficiency of high-tech industries in Shanxi province. Firstly, by using the correlation analysis of high-tech industry evaluation index for primary screening, then use principal component analysis to extract comprehensive variables, the evaluation index system, finally by DEAP2.1statistical software for calculating the efficiency of technological innovation of high-tech industry of Shanxi province; at the same time calculated to make technology innovation efficiency of high-tech industries in Shanxi province each the industry should be adjusted to DEA, the input and output index value, in order to make the DEA provide effective suggestions; using the CCR-DEA model and the DEA-Malmquist index method to calculate the technology innovation resources allocation efficiency of the central six provinces and regions throughout the country; and then through the cluster analysis to cluster different series of provincial and central area of Shanxi technology innovation efficiency of high-tech industry in Henan Province, Hunan province higher, Hubei Province high-tech industry and medicine five developed provinces Beijing, Shanghai, Jiangsu, Zhejiang, Guangdong manufacturing, electronic and communication equipment manufacturing industry and the medical equipment and instrument manufacturing industry are analyzed; finally this paper the research point of view, the development of high-tech industry in Shanxi Province The corresponding countermeasures and suggestions.Innovation of this paper is:first, this paper uses correlation analysis and principal component analysis and a series of technical processing, make the evaluation system more integrated and comprehensive; time delay is also considering the industry input-output. It can more accurately evaluate the technological innovation efficiency of Shanxi Province high-tech industry analysis, and find out the related factors. Second, using the principal component analysis and data envelopment analysis to evaluate the allocation efficiency of Shanxi province and the central technology resources in the six provinces; and by means of analysis and cluster analysis of Malmquist index from the dynamic perspective, the trend of Shanxi technology innovation efficiency of high-tech industry changes during2004-2012for more detailed comparative analysis research.
