The problem of land finance is a special economic phenomenon which appeared inthe1990s.It mainly refers to the transfer of land by local governments with access to highland use right transfer, in order to maintain the economic way of government spending.Land financial problems intensified in recent years, the proportion of the land transfer inthe local government revenue increased year by year, and has even become a localgovernment financial support. How can the local government which kidnapped by the landfinance and GDP seek a way out in such a predicament, is the purpose of this study andthe significance.In order to conduct in-depth research on this issue, this paper firstly analyzes thefunctional changes of the land, as well as the rationality of the land revenue, followedfrom both external and internal factors on the reasons for the formation of the land financeelaborate, and analysis the advantages and disadvantages objectively.based on a policy oftargeted predicament from the three aspects of the improvement of land managementsystem and relevant policies, supporting and regulatory system to improve and alleviatethe pressure on local government finances for local government finances,and support thereasonable suggestions for the local government about how to rescue.This paper use the methods of literature research, comparative analysis andinterpretation, comprehensive research experts and scholars in recent years, financialproblems from the land of reality causes and how to combine the actual social conditionsin China to solve this problem and to increase research efforts, in-depth reality.
