The21st century is a new stage of the World urbanization and regional economicdevelopment,For the study of the economic development of the city as well as in the city, peoplehave been to the level of urbanization and economic level of their development evaluation,andthink that there is a strong correlation between the level of urbanization and economicdevelopment,a country’s economic, social, environmental, cultural and other aspects ofdevelopment, however, has not simply measure with urbanization.In this context, this paperpresents the concept of "urban evolution,as a measure of the standard of a regional economy,science and technology, and cultural development.In addition, the development of Beijing,Tianjin and Hebei the increasingly attracted the attention of China and the whole world, but"poverty belt around Beijing,Tianjin and Hebei",presencing its comprehensive economic strengthand the level of urban evolution is still uneven.In order to accurately grasp the levels of urbanevolution and regional economic growth,we must establish a comprehensive set of scientific andreasonable evaluation index system, objectively responsing urban evolution and regionaleconomic growth levels.In this paper, on the basis of the study of relevant literature, define the connotation of urbanevolution, and construct the evaluation index system of urban evolution and regional economicgrowth, the index system of urban evolution from the demographic, economic life, social andcultural environment five aspects selected19indicators, the index system of regional economicgrowth from the average amount of the total economy, the economy, the economic structure andeconomic benefits four aspects selected13indicators, using the index system to comprehensivlyevaluate the levels of urban evolution and regional economic growth of Beijing, Tianjin,andHebei from2001to2010.and the relative index change denotes the leading role urban evolutionin economic growth, and came to the conclusion that the role of strength from strong to weak is Hebei, Tianjin and Beijing. On this basis, the industrial structure analysis of Beijing, Tianjin cityevolutionary reasons for the differences and economic growth. Finally, the establishment ofspatial econometric model to analyze the differences in the relationship of the urban evolutionand regional economic growth, the model study found that the role of the industrial structureelasticity coefficient is higher, the contribution rate of the urban evolution and economic growth.On the basis of the above research and make policy recommendations. Hebei region,including to accelerate population and industrial agglomeration; accelerate the construction ofurban infrastructure. Beijing-Tianjin region is planning to Beijing and Tianjin regional industrialcooperation path and policies; to improve the traffic as the basis, the point of the Beijing andTianjin to the dual-core axis common economic development mode. Spatial econometricintegrate three District of Beijing, Tianjin, Hebei, and rational planning of Beijing, Tianjin andindustrial cooperation path and policies, focus on Beijing, Tianjin and the adjustment ofindustrial structure, strengthen economic exchanges and cooperation of the three regions, toachieve common development.
