Research On Measure Indicators Of Patent Concentration In China

The enterprises’ demand for innovation has been increasing since the21stcenturywith economic globalization, decentralization of knowledge and integration of technologyhave been accelerating. The internal R&D of enterprises can not meet the demand ofcompetition in the market and economic growth, so the open innovation came into being.When open innovation sweeping the through the world, intellectual property practice inChina has encountered unprecedented difficulties while its theory of intellectual propertyhas been maturing, which is how to measure the distribution of all patents in a particulartechnology or industry when the number of patent thickets is more than that of stars. Inorder to solve the difficulties above, a set of indicators measuring the degree ofconcentration which could be applied in the field of patent have been found in this paper,and appropriate indicators are selected by theoretical and empirical analysis, which can beused to effectively measure the degree of concentration in a technical area or industry to acertain extent.Some concentration indicators are referred from abroad and the field of industrialorganization in the purpose of establishing a system of patent concentration indicators onthe basis of that the research status and deficiencies patent concentration measure areanalyzed. And three empirical analysis, including empirical analysis of patentconcentration of various regions and top50universities in China and Gene chiptechnology in the United States, have been done in order to find measure indicatorssuitable for the patent field. Additionally, the innovation of this paper is to find someindicators by the empirical analysis, which domestic scholars have never used. AndRosenbluth index, HK, elasticity coefficient of patent concentration, Pareto coefficient,calculating the number of triangular relationship between the patentees, fragmentationindex and so on. A system of measure indicators of degree of concentration has been setup, by which we can measure the degree of patent concentratio n in a particular industrymore objectively and comprehensively and define the general feature, active area andfuture development trends of the specific industry. In addition, the set up of the system canhelp enterprises come to understand their competitors and formulate suitable patentstrategy.
