Research On Index System And Method Of Patent Technology Level Evaluation

As an important achievement of invention and creation,patent is closely related to technological innovation.A granted patent discloses a proprietary technology detailedly.These proprietary technologies are Creative and have a high level of technology and market prospects.The information disclosed in the patent literature is relevant to the technology,which has become an important source of discovering technology change and competitive edge.The evaluation of patent technology based on patent literature has become the trend and hotspot of research.Based on the information disclosed in patent literature,this paper is dividedin two paths:the central route and the peripheral route.From the central elements and the peripheral elements,this paper structures a technical level evaluation index system and puts forward the general method of the patent technology level.This study mainly includes the following contents:(1)Research Situation analysis:make a comprehensive review of the existing technology level evaluation,analysis the current situation of evaluation of patent technology by Citespace?software,including the existing technical evaluation indicators and methods based on patent information,finds out the research focuses and gap;(2)Evaluation Index System:Combined with expert investigation and questionnaire,this paper constructs the evaluation index system of patent technology that divided into the central index and peripheral index.Central index includes patent Creativity Index;the peripheral index includes the technology life cycle,technical coverage,claims,patent family,patent holder and the legal status;(3)Index weight: Based on the constructed index system,the analytic hierarchy process(AHP)and the expert survey method are used to construct the judgment matrix,calculate the weight values of indexes at all levels and test the consistency of the judgment matrix,So that the weight values can be more scientific and reasonable;(4)Technical level calculation:On the basis of the deep analysis of the meaning of indicators at all levels,to calculate the central index score and peripheral index score;The calculation of central index score includes the patent document similarity calculation,examination opinions on innovation by patent examiner,the patent applicant's answers on creativity,the deep interpretation of patent information by professionals;The calculation of peripheral index scores combined with the weight values,using the sum function to calculate 7 peripheral index scores according to Practical evaluation purpose;then,the central index scores and the peripheral index scores were weighted and summed to gain the scores of patent technology level.(5)Empirical study:Selecting the patents as samples and using the DWPI database to search and grab relevant patent information,to calculate the level of patent technology by means of the method proposed in this paper.The results of the empirical study are compared with the results of an Japanese company named Patent Result,the rationality,scientificalness and validity of the research method are further verified.
