The Research Of The External Development Environment Of SME In Minhang District

This thesis analyzed the external development environment of SMEsin Minhang District, Shanghai. In chapter two, the article first explainsthe definitions of SME and external development environment ofenterprises, etc.,. In this chapter, the basic theory is also introduced,which mainly refers to the relation between the enterprises and theexternal development envrironment, repectively, the relation between thedevelopment of enterprises, the relation between the enterprises andmarket discipline, intermediary agents and the relation between theenterpises and laws, policies.The logic structure of this article is “present situation�'problems�'analysis�'experience from other areas�'countermeasures”. In otherwords, focusing on external delevlopment environment of the SMEs inMinhang District, the article analyses the present situation, the problems,related causes and the practice of other similar areas. Through this way,the improving proposals are put forward.After10years of construction and developlment, the externaldevelopment environment of SMEs in Minhang District is fairly good,which can be proved by the76%satisfactory rate of the questionairsurvey. In detail, the hard environment (mainly infrastructure) is quite good and the soft environment is in good condition, includinggovernment support, the implementation of laws and regulations, thetaxation and fees, market competition. The major problem of softenvironment is the insufficient service system for SMEs, such as the lackof special institutions for SMEs, no open information system, insufficientintermediary agents, weak trade organizations.There are objective and subjective reasons for the insufficientservice system for SMEs in Minhang District. The objective reason is therelated system and machanism haven’t been improved for many years,which slow down the development of SMEs in Minhang. The relatedsystem and machanism mainly refers to the government merit system andemployment machanism of local officials, both of which are biased forputting too much stress on some economic indicators. The subjectivereason comes from people’s wrong idea, that is, the government doesn’tgive enough concerns to the development of SMEs and some officialsdon’t understand the work well.The government should make great efforts to improve the externaldevelopment environment of SMEs in Minhang District, especially toestablish and complete the service system of SMEs. The measures include,to correct the misundertanding and change the undeveloped machanism,to establish the service institution by fully making use of the presentconditions, to set up the information system as early as possible andgreatly support the development of intermediary agents and tradeorganizations.
