With the rapid development of economy and society and risinghealthy awareness of citizens and the living standards have constantlyimproved give impetus to the more and more obvious public food safetyproblem. Not only concerned with the customer’s health, but alsoconcerned with the normal development of economy and the stability andprestige of government. The food safety events happened continuallywhich along with China’s increasing promotion of the comprehensivenational strength and swift development of food industry. for which causea series of calamitous outages in different degree in social groups:citizens’ panic, hinder economic development, reduce governmentcredibility, the decline in physical quality, shortage in high-quality laborforce and the sense of weak moral willing and bad social morality.That isreason for food safety regulation is related to the national stability and thecomprehensive strength, related to the deepest interest of citizen, whichhave to cause the attention of the food quality and safety and a series ofpolicies and defense measures had been put forward from governmentand related department.Tibet is located at the southwest frontier in china. due to history,social, natural ecological and folk culture have distinct regional characterand minorities’ unique cultural identities, which like custom, religion culture, living habits and social mentality. Add on the influence of affectfactors of manufacturing technique, information technology andtransportation system, food safety a quality has its uniqueness in Tibet.The food safety problem became more and more prominent with theagriculture products and food production more and more industrializationin the rapid economic development background.This thesis attempt from clarify the concept of food safety, base onthe support of the government regulation theory, public interest theory,regulatory capture theory. Base on the analyze the results of food safetyfrom home and abroad, obtain the last research result and developmenthistory of food safety then make forecast development in the future.Analyses development situation about food safety supervision in Tibet,find the influence factor which lead inefficiency and supervision andmanage problem.
