As the saying goes,“Food is the basic of the people,and security is the basic of the food.” At present,Chinese eating concept shifts from “eating fully” to “eating well”.Food safety gets wide attention because it is related to the health and safety of the masses,playing a vital role in the orderly development of economy and social harmony and stability.Our country has always been attaching great importance to food safety with reform of food supervision department functions for many times,especially the system adjustment in food regulation was more drastic in 2013.However,in recent years,China's food safety problems are frequent and serious;there are defects in food safety regulatory system,rules of law,standards and other aspects of the local government;the law is not observed and enforced strictly and the supervision seems powerless for local protection.Particularly,the difficulty of supervision is increased due to a large number of small and micro enterprises with the poor sense of responsibility and the weak consciousness of quality and safety.Therefore,it is necessary to study the food safety supervision of small and micro enterprises.In this paper,the basic problems of food safety supervision in small and micro enterprises are analyzed with the basic theory and research methods of public management.Starting from the supervision work of local government food supervision departments in this paper,the author expounds the development situation of small and micro enterprises and the difficulties of food safety supervision,points out reasons for difficulties faced by food safety regulators in the supervision,and puts forwards relevant solutions.In the first part(introduction),the author introduces the background,purpose,significance,contents and methods of the research,as well as summarizes the relevant literatures on food safety supervision at home and abroad.In the second part,theories of the small and micro enterprise,food safety and food safety supervision are expounded,and the necessity and importance of food safety supervision are analyzed at the same time.In the third part,the present situation of small and micro enterprises and food safety supervision is mainly introduced,as well as experience of food safety supervision in small and micro enterprises abroad and the enlightenment to our country are studied.In the fourth part,the author studies the problems faced by small and micro enterprises in food safety supervision from the law,system and supervision.In the fifth part,the author analyzes reasons for problems faced by small and micro enterprises in food safety supervision from the system,supervision way,supervision environment and other aspects.In the sixth part,countermeasures are proposed to strengthen food safety supervision of small and micro enterprises.
