Policy Research On The Quanzhou And Taiwan Co-Operation In Logistics Industry

Modern logistics is a complex service industry, which is a very important part ofthe social economy. The development of the logistics industry has become a newgrowth point of the economy and strengthens the city’s comprehensive competitivepower. The economic development relies on the logistics, and logistics developmentalso affects the economic fluctuation. To develop modern logistics can enhance acity’s economy quality and improve investment environment. As one of the three corecities in Fujian, Quanzhou’s logistics industry also keeps up to date with the rapiddevelopment of its export-oriented economy. In addition, due to the locationsuperiority and regional economic integration between Taiwan and Quanzhou, lots ofproducts can be transferred to Taiwan via Quanzhou. As the transfer station,Quanzhou’s logistics industry faces new chances, and logistics cooperation betweenTaiwan and mainland has broad development prospects.Depending on the logistics theory and modern logistics management, fromgovernment management in logistics market point of view, both domestic andinternational advanced experience in practical logistics management are introduced,the logistics cooperation development procedure between Quanzhou and Taiwan isreviewed, and the problems in cross-strait logistics cooperation are pointed out, afterthat, appropriate measures to further deepen cross-strait logistics cooperation aregiven. In consideration of domestic situation including Fujian, and the logisticscooperation development between Quanzhou and Taiwan, based on the analysismethod of SWOR, concept, institutional and legal differences in cross-strait logisticsindustry are analyzed, and the shortage of senior supervisors and professionaleducation resource in Quanzhou’s logistics industry is pointed out, as well as too highaccess threshold of Chinese mainland’s transport market, which are all the importantfactors that restrict in-depth cooperation in cross-strait logistics industry. In order toclear obstruction in logistics cooperation between Quanzhou and Taiwan, inconsideration of both current supportive policy for Quanzhou-Taiwan logisticsdevelopment and the situation that most logistics enterprises in mainland rely on government policy, government should develop scientific and effective supportivepolicies in six aspects such as fund support, IT, logistic mode, system reform,hardware construction and establishment of logistics management organization, so asto guide the smooth transition of logistics in Quanzhou, reduce the gap with Taiwan’slogistics, realize depth connection of cross-strait logistics cooperation as soon aspossible, and promote further cooperation in logistics industry between Quanzhouand Taiwan. At the same time, we wish the government and enterprises can take ourviewpoints to improve the logistics management.
