Research On Intergovernmental Relations Based On The Background Of Lanzhou-Baiyin Economic Integration

With the quick development of economic globalization and the aggressivepromotion of market integration in China, it is increasingly urgent and necessary topromote regional economic unification. Regional integration refers to somecooperations among different regions based on adjacent geographical positions ormutual dependence and cooperations on natural conditions, economy, culture and soon.From home and abroad, the cooperation among regions is being strengthenedgradually and the extent is expanded from promoting the free mobility of elements ofresources to improving the collocation ability and utilization efficiency of resourceelements on the whole. Especially under the control of different levels of governmentsthese years, the number of economic subjects is increasing gradually in regions andlarge quantities of economic regions are coming into being, which have strong powerand prosperous future. Naturally, the promotion of economic globalization and marketintegration contributes to the cooperation and interaction among regions. Cooperativedevelopment becomes the consensus of local governments and the theme of the time.However, economic globalization and market integration are double-edgedsword, which bring opportunities to regional cooperations but at the same time, theybring lots of problems like unrational planning, similar infrastructure and industrialstructure owing to the conflict of local benefits. Other problems such as the lack ofefficient coordination system, the way of promoting cooperations of governmentsamong regions, benifiting all sides by the greatest extent and the waste of largenumbers of public resources in regions hinder the development of regional economicintegration.This paper is under the guidance of relevant theories of regional integration andthe grip of practical experience in the process of regional integration at home andabroad and the research perspective of Lanzhou-Baiyin economic region, beginningwith the benefit of local governments and based on the overall analysis on thecommunicating and coordinating systems, public service integration and performanceof different levels of governments, coming up with the constructing way of therelationship among governments in Lanzhou-Baiyin economic region and making great efforts to solve the bottleneck problem in the process of Lanzhou-Baiyineconomic integration, making this region become the leading role in the developmentof economy and society in Gansu Province.
