Regional economic integration is of important practical significance for the development of regional economic in China. Recalling the process of the development of regional economic integration in China, development plan has been drafted in the eastern, central, western, north-east, the Bohai, Yangtze River Delta, Pearl River Delta, and so on, and institutional foundation is being established gradually. At present, as the new regional economic growth pole, the level of urbanization is being raised in eastern coastal cities of China, they are Pan-Pearl River Delta, Yangtze River Delta, Beijing and Tianjin, Shenyang-Dalian, Shandong Peninsula Economic Circle and many other regional economies. However, in the case of the accelerating development of regional economic integration,"Administrative Region of the economy"became a bottleneck constraints seriously, it is unable to meet the requirements of regional economic integration, due to fragmentation, ignoring the optimal allocation of production factors. Thus, inter-administrative different forms of economic integration emerged, such as economic and technological cooperation zone, economic cooperation zones. However, these economic unions can not meet the purpose of regional economic integration, they are primary form of regional economic integration, following the planned economy under the conditions of the government-led economic union, unconformity with the socialist market economy. In this context, as an important control subjects of regional economic integration process, the provincial government how to innovate their management, to accelerate the development of regional economic integration, to promote the resources of the various administrative regions the further integration and development, and to seek rational institutional framework of regional economic integration in China, they are the issues that the academics and governments are very concerned about.In this thesis, the provincial government's management status, non-adaptive problems and reason in the process of regional economic integration in China is studied, by using the basic theory of public management, regional economics and other related disciplines, and comparative study, and literature research methodology. The study shows that as the control subject and subjects of interest in the process of the development of regional economic, the provincial government is not only a local public affairs manager, also a major driving force of the development of regional economic, plays a crucial role in the process of regional economic integration. However, the further development of regional economic integration is restricted by improper administrative divisions, imperfect functions of administrative, uncoordinated inter-governmental relations, irrational organization setting, unscientific the appraisal system of provincial governments and officials, and so on. In this thesis, the corresponding countermeasures and suggestions are put forwarded, namely: to eliminate the negative effects of administrative division; to transform the management functions of provincial government; to construct a good horizontal inter-provincial government relations; to deepen the institutional reform of provincial government; to strengthen public policy of regional and the legal system; to improve the appraisal system of provincial governments and officials under the guidance of scientific concept of development. |
