The Research On The Relationship Between The Government, The Enterprise And The Interest Of Workers In The Process Of Soe Second Restructuring

The SOE reform is an institutionally transitional process covering many aspects.With the development of SOE reform, more and more problems have beenuncovered. The reason, however, is very complicated, for example, the questions leftover by history, the inevitable problems caused by the enterprise itself, what’s more,the deficiency and conflict of policy and law during the process of SOE reform.The attempt and development of SOE reform in Changshu is very early. Withthe development of social economy, the restructuring of enterprise becomes harderand harder, which is not only caused by the historical reasons, but also the excessivepublic service provided by the government. The thesis is mainly focused on the therole of government during the process of second restructuring, the relationshipbetween government and entrepreneurs, the role of the restructuring of enterprise and so on.Based on the analysis of the conflict between government and workers duringthe process of typical enterprises restructuring in Changshu, the thesis has mainlydiscussed the relationship between the government, the enterprise and the interest ofworkers after the second restructuring, and analyzed the problems and reasons ofSOE second restructuring in Changshu. Through the study of the case of developedcountries’ administrative management, such as the US，England and Russia, thethesis has also found out the relevant methods to strengthen and improve therelationship between the government, the enterprise and the worker after the SOEbeing reformed.The characteristics of this thesis are mainly embodied in these aspects. Firstly, ithas sought the perspective of the relationship between the government, the enterpriseand workers from the point of view of the interest. Secondly, the research in thisthesis is based on the relevant theories of economics, politics and management. Third,the thesis has sought several effective methods to solve the problems the paper hasmentioned macroscopically and microcosmically as well.
