Since1984, China began the implementation of construction projectbidding, to January1,2000implementation of the "People’s Republic ofBidding" issued, bidding our control industry has been rapid development.Especially in recent years, construction projects have become an important partof economic development, while bidding to enter the ring is the largest channel.The original intention of setting up this part of the tender form is through radicalcorruption, the implementation of the purpose of bidding is to be fair, just, open,save money.Government procurement project bidding more easily get stakeholders care,so there exist multiple interests of the point of intersection. With an increasinglycompetitive industry, the focus of interest eventually highlighted in projectbidding. The interests of the bidding stakeholders in the bidding process througha variety of means to causing ineffective invitation. This phenomenon is moreand more outstanding. In recent years some practitioners and scholars on thisphenomenon were concerned, but because industry involves the black-boxoperation too many things, at the surface of the content is too little, and the lackof relevant data records, to bidding failure links the study is relatively small, themain stay in some principle.This paper expounds the present government procurement project at presentinvestment situation, bidding industry failure status and bidding failure researchsignificance and research status at home and abroad. Then introduces thedevelopment contrail of bidding, bidding status of each stage from the laws andregulations, bidding and tendering procedures, stakeholders and key link of thecurrent situation, through to the actual status of investigation, analysis, and thenon the emergence of bidding failure series of problems to explore, and to findout the crux of the problem, countermeasures research.Finally, through the actual case analysis of malfunction of the governmentprocurement bidding project discovery, control and supervision. Through thisstudy, the tenderer, bidder, agents, experts and regulators can find out the perfect method.The study shows that, the control for causing ineffective invitation issystematic project, need from many aspects to improve, but also long-term,along with the process of development and change.
