Nowadays, Global economic slump, the risk of economy downturn is rising, theunemployment rate in developed countries sustains high level, economic growthspeed in developing countries is decreasing, and Global manufacture is facingchallenge than ever.By2011, China wind field had been experiencing high speed growth over the past7years. China wind market is changing from emerging market to competitive market.For adapting the market change and achieving sustainable development, windturbine manufacturer has to reduce the price, shorten customer response time, andincrease electricity generation efficiency to gain the market competitive strength.As a very important process in supply chain management, sourcing is playing asignificant role in achieving company strategic aim. It is very critical to obtaincompany competitiveness through reducing the cost in manufacturing company bystrategic sourcing management.In this thesis, we take BOM material casting strategic sourcing management as asample, manufacturing company strategic part will be discussed under supply chainconcept, and the lowest total cost of ownership sourcing in manufacturing companyunder supply chain management will be implemented. We will build the Win-winrelationship with strategic suppliers but not just focus on simple sell-buytransaction and achieve the purchasing cost to be the profit center. This thesisintroduces sourcing management research significance in manufacturing companyfirst, and clarifies some basic theory of strategic sourcing management. Then studythe wind industry environment and current status of sourcing management withSWOT tool, as a result some defects are detected. After detailed analysis of defectsusing theories and methods of management, we bring forward new sourcingmanagement position and integration, which is strategic sourcing under supplychain management. We analyze the internal purchasing operation as a started point,conduct the purchasing performance management by Balance Score Card based onoptimized purchasing organization, and then build new supplier evaluation andselection process. Through TCO tool, we implement casting strategic procurementto expound the signification and essentiality of strategic purchasing. Aftercomparing and analyzing the consequence, company TCO control has achievedsignificantly。Early supplier involvement, Negotiation skill based on supply marketanalysis and integration of both core competitive capabilities are the main ways ofcost control. To manufacturing company, especially BOM material value is inhighest rate of total cost, this thesis has a little reference function.
