With the world economic integration developed in depth, a large number of worldenterprises have swarmed into all trades and professions. In the IT industry, the keytechnology lies in the hands of international giants like Intel, IBM, HP and Microsoft,and these companies trade China as an important market; moreover, Major customersof the domestic, especially the financial industry customers, lack the trust of thedomestic companies and afraid to assume the responsibilities, so they would like topurchase imported products with several times higher price. Therefore, the Chinese ITcompanies face a brutal competitive environment. Owing to the good competitive andthe long introduced advanced management system of foreign companies, if domesticcompanies want to survive in this competitive environment, the only way is continue toimprove their core competitiveness. According to the performance management, wecan fully mobilize the enthusiasm of the staff, improve the efficiency of the staff. If wecould improving the competitiveness of enterprises from the fundamental, it is possibleto make the companies survive and grow in competition. Many companies in Chinahave carried out or the ongoing performance management, but for various reasons, themajority fail.This paper takes LR’s performance management as an example, and apply theDrucker’s MBO to the performance management. We designed a completeperformance management system, and make the detail designation in targets settingand implementing and performance guidance, performance appraisal and performanceinterviews. Especially in targets setting, a detailed set of index system for thecharacteristics of their jobs designed for the different positions of sales, R&D andfunctional departments. In the areas of performance appraisal and performanceinterviews, we designed a detailed implementation steps, precautions, and the functionsof the positions so that the whole system has a strong implementation. The system isdesigned to take full advantage of the PDCAcycle; the advancement of the system canform a closed loop. This paper is also very concerned about the impact of the corporateculture of performance management, and use a range of publicity channels to promoteit.This paper also explore on the performance management with MBO and realizedit. The actual operating results well, greatly improve the efficiency of the LR company,and played a good role in the development of the company to make some contributionfor the performance of the company improve.
