Under the trend of globalization and in the era of high integration, human resources and science and technology have become the focus of competition. Human is the "first resource" and the most active factor in productive forces. The importance of human resource management has been recognized by the majority of enterprise managers. And thus an objective, fair and effective performance appraisal for employees is significant for enterprises to achieve highly efficient human resource management.Liaoning Information Co., Ltd. is a comprehensive high-tech IT enterprise which specializes in system integration and software development. Its clients include government, education, telecommunications, banking, etc. Its products include information technology service, software development, and system integration. In the face of fierce competition in the IT industry, designing a fair and equitable performance appraisal plan reduces the loss of core personnel and protects the enterprise in a very important and effective way. This paper analyzes LIC’s existing performance appraisal system, and finds out that though it has made some contributions to the development of the enterprise, there are many problems in their plan, which makes it unable to meet the company’s requirements of human resource development. Therefore, the system is supposed to be reformed. Based upon the performance management theories and the principals of objectiveness, fairness and effectiveness, the article designs a new system for performance appraisal to address those existing issues, and works out several safeguard measures for its application.The paper is divided into six chapters:Chapter1, Introduction, first of all, poses questions and states this research’s ideas, contents and methods; Chapter2, the overview of performance appraisal theories, introduces mainly the connotation, system model and so on; Chapter3diagnoses the status of performance appraisal in LIC including overviews of the company,their employees and their current performance appraisal, by considering the satisfaction measurements and interviews for some employees finds out the present issues of the performance appraisal, and then proposes the necessity of esbablishing a rational and practical system for the appraisal. Chapter4, as the core of this paper, designs a performance appraisal plan for LIC. Taking the relevant theoretical foundations and realities into account, it puts forward the objective, principles, and ideas of performance improvment. Then the new performance appraisal plan is achieved, in which the application of the appraisal’s outcomes, the communication and improvement of performance, etc. are improved; Chapter5proposes the protection for applying the performance appraisal in LIC; Chapter6is the conclusion.
