The economy in GuiZhou province had fell behind depending on feweradvantages; there has a bulk of coal mine resource which lined fifth over the country.Then, the technology and management was in GuiZhou far behind the others,in thecountry, plug the complication of the form of land and geography in GuiZhouprovince, which caused mining recovery rate fell behind the average level of thecountry, also companied with the great wasting of resource, with unstable securitysystem. The coal mine that is a non-renewable resource all over the world, whichextremely needed to explore reasonable and be used effectively and be protectedthrough policy. The whole coal mine resource should be arranged reasonable thatrequired the industry be in a way of low carbon then accelerated the developmentbetween human and natural in a harmonious way. By issuing efficient policies,educating senior stuff in management and technology with great efforts, and properlyimproving industrial structure, being introduced the latest tech and equipment whileexploring coal mine resource in a proper green way, a green exploring system wasformed finally to coal mine industry.This article introduced the situation of coal industrial low carbon developmentfrom consumption model of industrial structure, complication of human resources,technology and police which explored the major factors in the process of developmentbased on the theory of low carbon development of coal industry in GuiZhou province.It formed a system of index which included human resources、industrial structure、technology、policy on which divided into seven parts including labor、original coalrate、clenedcoal rate、civil coal、consumption coefficient of elasticity、productioncoefficient of elasticity、 coal industry accession etc for better proving relationbetween effective elements and coal mission. Afterward we established the STIRPATmodel to analyze the mobilizing factors of carbon emission of GuiZhou’s coalindustry. The relation of interaction between carbon emission gross and effectiveindex system of low carbon in GuiZhou’s coal industry which can be proved bypositive analysis and results of model. To GuiZhou province, how to make it in a lowcarbon way reasonably and efficiently which is a crucial work. Finally, combiningthe experience of reducing emission decades recently, analyzing the variablecharacters of emission in the process of low carbon development in coal industry, focusing on the low carbon development in GuiZhou province,it suggested somerelative policies.
