In30years during the reform of the economic system in China, the real estateindustry has made great breakthrough, becoming one of the pillar industries of thenational economy, the homeownership rate is also rising. With gradually increase inurbanization, population gathered in the city, the people’s lives, living, production alsocentralized, which put forward more local government infrastructure construction andhigher supply of public services. However, since the1994tax system reform in China,the burden of local government powers and the right to tax does not match each other,so it is essential to further deepen the reform of property taxes to build the perfect localtaxes system. At the same time, the real estate market also requires a long-term systemof regulation. It all makes the property tax is almost certain. The purpose of this paper isto study the implement feasibility of the property taxes in our country.With the help of the framework of the feasibility study, in the perspective of thesocial and economic environment, the paper study the national implementation ofproperty tax mainly from the following aspects:The necessity of implementation of property tax: First discuss the effectiveness ofproperty taxes for local government financial from these aspects: the relationship ofland finance and local development, the tax system under the situation of the local fiscalrevenue; then discuss the regulation role of property taxes for real estate market; finallydiscusses how can the property tax narrow the income gap.The rationality of the implementation of property taxes: First of all, urbanizationrate is higher and higher in China, which means that a large number of housing demandwill be satisfied, the houses laid the sources of tax revenue for the property tax levy;second, simulation of property tax have run for ten years, Chongqing and Shanghailaunched the pilot project since2011, all of these summarized some experience; finallythe technical condition of the property tax should have was discussed, in regard ofwhich is inadequate.Third, risk analysis and recommendations: starts from the general concept of risk,analyzes why the implementation of the property tax will generate risks, and those risksspecifically generated are discussed.The implementation of the conclusions of the property taxes came to theconclusion that even though China already has a reasonable economic and social conditions, but due to technical conditions are not fully mature, the government’s publicservice also needs to be further improved, so immediately the implementation of theproperty tax is also not appropriate but pending further improve these conditions, theproperty tax can be implemented in the country.Even though China already has reasonable economic and social conditions, but dueto technical conditions are not fully mature and the government’s public service alsoneeds to be further improved, so the implement the property tax immediately is notappropriate. But when the difficulties have been overcome, the property taxes can beimplemented across country.
