The Study On The "4131model" Of Tourism Development Planning Based On The Object System

With the development of social economy and changes of people’s life opinions andsocial values, the tourism is stepping into a new stage of development with thetransformation of resource-oriented towards sustainable development. It is widelyconcerned for its transformation and upgrading. At the same time, it also calls for newrequirements for the compilation of tourism planning.Tourism development planning belongs to the regional scale in the tourism planningand plays a decisive and significant role in the regional tourism development. There arelots of problems appeared in the process of tourism development. For one thing, the pastresources-oriented development model leads to excessive exploitation and development,which causes a series of environmental, ecological and cultural problems. For anotherthing, people are not sensitive enough to the influence and function of tourismdevelopment. The unclear or wrong position often makes it difficult to reach the scientificand operable planning. The problems stated above affect the implementation of thetourism development planning seriously, as well as the development of local tourism andsocial economy. As for the reasons, it is not only the deficiency of compilation but also thesystematic thinking. There are so many different kinds of tourism development planningand it often makes the planners confused about its context and emphasis. It is not proper toapply the theory of tourism into the tourism development planning. For all these reasons,the author tried to analysis the process of tourism development planning serially based onthe re-define of tourism development planning object system.For all these reasons, the author tried to analysis the process of tourismdevelopment planning serially based on the re-define of tourism development planningobject system. Refining and integrating the content of tourism system, tourism planningelements and tourism development planning to build a tourism development planningobject system. This paper argues that tourism development planning object systemincludes the tourist market system, product system, industrial system and support system.This paper thought systematic planning for the soul guided to build the “4131model” oftourism development planning. The “4131model” includes four object systeminvestigation, analysis and evaluation, a comprehensive target system, three planning, a setof measures and feedback mechanism suitable for tourism development planning and themode. This paper also discusses the tourism plan object system investigation, analysis and evaluation of the methods and techniques, and establishes the target system of the impactfactor and the index system, and puts forward three planning of the concerns of factorsand planning measures, etc. This paper summarizes the tourism development planning ofthe concrete implementation measures and feedback mechanism.On the basis of theoretical analysis, the author uses systematic planning thought as aguide to build the application of the “4131model” in the tourism development planning ofQujialing administrative zones. Firstly, it analyzed the four object systems; Then, it drawthe comprehensive target system and made three relative planning (the developmentplanning of tourism industry, the development of tourism product and the planning ofsupporting system); Finally, it reached a planning suiting to the tourism development ofQujialing administrative zones.
