With the development of the economy and the increase of people's income, people are making higher demands of their living standards, which is followed by a great change in the concept of consumption. Therefore, the needs of tourism product and its service that presented in the aspects of tourism and leisure are increasingly high, which makes tourism planning and development more important.Tourism industry should not only design the variety of tourism product, tourist souvenirs, and the types of service according to the needs of people with the changing of the market, but also ensure the development of tourism in a healthy, stable and sustainable way. Only in the way of sustainable development, scientific planning, appropriate development, focusing on environmental protection and participation of community can we ensure the region's sustainable development and achieve the better economic, social and ecological benefits.From our practice of tourism planning and development, we can find that a number of areas have achieved better results owing to their rational planning. While in some other areas, the lacking of planning or an irrational planning caused irreparable damage to their tourism.Though the short-term economic benefits may they get, tourism development would be affected by the great damage of ecological environment and resources. Therefore, to carry out the tourism development plan, a well-designed planning and some relevant experiences of our and foreign countries are necessary to avoid the same mistakes.From the practice of developed western countries and some developing countries in which tourism is well developed, it can be seen that their tourism planning and development model are relatively mature, to some extent, which is effective in promoting national tourism industry and the development of regional economy. The tourism developed countries and regions which are referred to in this paper, such as Spain, Australia, New Zealand and Canada, have much successful experiences that are useful to our learning and using. In this paper, the methods of induction, deduction, comparison and systems analysis are applied to make a more comprehensive, systematic analysis of the models, characteristics, experiences and lessons of tourism planning and development in China and foreign countries. On this basis, the author sums up the experience and the inspiration we can learn by, and points out some problems which we should pay attention to in the process of tourism planning and development in the future.
