Northeast old industrial bases in the cradle of new China industry. Made for theestablishment of independence, and improve the national economic system, topromote the country’s industrialization and urbanization in China’s socialistindustrialization in the early historic a significant contribution. However, since thenineties, due to the structure, mechanism, and a variety of reasons, the northeast oldindustrial base in the process of full integration into the market economy, faces manyobstacles. Revitalizing the northeast old industrial base, help to promote thecoordinated development of regional economy, especially the sustained, rapid andhealthy development of the national economy as a whole, is conducive to advancingthe state-owned economic layout and structural adjustment.The Northeast was the important base of energy security, but by the rapideconomic development, years of high-intensity mining and heavy chemical-basedindustrial structure and other factors, its own huge energy consumption, supply hasbecome tighter, as the main primary energy and industrial raw materials coal has notself-sufficient input from the Shanxi coal more and more."12th Five-Year" period isthe key to the overall revitalization of northeast old industrial base period, thenortheastern region to strengthen the energy saving, promote structural adjustment,continue to deepen regional cooperation and efforts to broaden the supply channels,positive change in the mode of development of the coal industry to take systematicmeasures supply and demand balance, providing a powerful guarantee for the overallrevitalization of old industrial bases.Since the implementation of the strategy of revitalizing the northeast old industrialbase, the Northeast region’s economy has been rapid development, but also in the newenergy alternative to traditional energy sources, economic growth requires a lot ofenergy consumption to achieve. In particular, the northeast old industrial base is thedevelopment of the industry as the main basis, the growth rate of energy consumptionand energy consumption of the scale should not be underestimated. However, due tothe irrational industrial structure, irrational energy consumption and other factorscaused by energy consumption is too large, and serious environmental pollutionproblem has gradually become a major obstacle to restrict the further development of the economy in the Northeast. Therefore, through research and analysis on theindustrial structure and energy consumption of the old northeast industrial base,drawing on experience in economic development in developed areas, to provide areference for the development of the Northeast Energy consumption and economicgrowth coordinated development policy guidelines, with a strong practicalsignificance.In this article of the relationship between energy consumption and the industrialstructure and economic development is more complex, only from the unilateral studyis very one-sided, gray relational analysis to analyze the changes in industrialstructure and total energy consumption matrix analysis model to study the relationshipbetween changes in industrial structure and the energy consumption structure, the lastand then the factor decomposition method to analyze the changes in industrialstructure and energy elasticity. Modeling analysis of the results can be found: thesecond industrial northeast old industrial base in energy consumption in the mainindustry is still focused on the energy consumption structure of coal and refinedoil-based, production situation of the industrial structure of a direct impact on energylevel of consumption.
