Research On Problems Of Administrative Enforcement Of Shenzhen Road Transport

The administrative enforcement of the road transport has always been an important part of the administrative enforcement in Shenzhen. Since the reform and opening up, Shenzhen has seen the rapid changes, and the road transport administration has also made great achievements and standardized the road transportation market further. However, as Shenzhen has the special region condition and some problems are difficult to solve, there are still many problems in the Shenzhen road transport administrative enforcement. In particular, after the Shenzhen special zone put forward the integrating program, breaking the pattern of the road transport administrative enforcement divided into two parts in Shenzhen is not easy. So how to carry out the road administrative enforcement better and promote the development of the road transport industry in Shenzhen has aroused the general concern of the researchers in public administration. In this context, to explore the solving strategies of the problems on the road transport administrative enforcement is of great significance.In view of this, the study has used the literature research method, the comprehensive analysis method and the case analysis method to develop the research. First this paper introduces the relevant administrative laws and regulations and the public administration theory. Secondly, the paper analyzes the current situation of the road transport administrative enforcement in Shenzhen. Furthermore, it extracts the main problems and reasons of the road transport administrative enforcement in Shenzhen at present. It includes:①here are many disputes about the application of the road administrative laws and regulations;②There are some gaps in the management system of the road transport administrative enforcement;③The administrative construction of the law-enforcing ranks needs to be improved;④here are still some blank spots of the administrative law enforcement, such as the lack of the supervision of some vehicles.⑤he model of the existing road transport law enforcement is difficult to adapt to the needs of the integration of the Shenzhen special zone, etc.Finally, the author proposes a series of strategies to establish the new working mechanism of the road transport administrative enforcement in Shenzhen. It includes: ①romote the revision and improvement of the road administrative laws and regulations, to provide a scientific basis for improving the level and efficiency of the administrative enforcement;②stablish the healthy and efficient working mechanism, to build a modern and effective administrative system;③mproved the administrative construction of the law-enforcing ranks, to enrich the administrative enforcement forces;④nnovate the forms and means of the administrative enforcement, to enhance the level of the road transport administrative enforcement;⑤Implement the synthetic management, to strengthen the effectiveness of the road transport administration, and provide the helpful reference in improving the mechanism of the road transport administrative enforcement in Shenzhen.
