Research On The Influence Of Technology Standard On Technical Progress And Technical Efficiency

With the technology standard oriented to the rapid development of the technologyinnovation，the technology standard gradually becomes important tool for organizingindustrial division and gaining a competitive advantage. However，there is a distancefor China in the global technology standard competition. Therefore，it is necessary toexamine the economic utility of technology standard，especially its influence ontechnical progress and technical efficiency. This paper explores the concept，content，classification and characteristics of the technology standard，summarizes the theory ofefficiency and productivity，and seeks the measurement method of technical progressand technical efficiency. Based on this，the paper makes the mechanism analysis andempirical test，and from two aspects of theory and empirical research，reveals theinfluence of technology standard on technical progress and technical efficiency.In the aspect of mechanism，the paper first differentiates the effect of technologyinnovation on technical progress and technical efficiency. Then it discusses thecomplicated impact that technology standard makes on technology innovation. At last itexplains the progress how technology standard have an influence on technical progressand technical efficiency through technology innovation. In the aspect of empirical test，through the analysis of the current situation of manufacture of electronic equipment andcommunication equipment in China，and on the basis of measuring technical progressand technical efficiency index，the empirical test is performed that brings technologystandard into the influential factors of the technical progress and technical efficiency.The result shows that the growth rate of technology standard in the manufacture ofelectronic equipment and communication equipment in China produces a positiveinfluence on the growth rate of technical progress，and it has different effects indifferent steps，showing significant trend of expansion，and meanwhile，in the previousstage it plays an unconspicuous role on the growth rate of technical efficiency，but in thelater stage it plays a negative role. Finally，the paper puts forward countermeasures topromote the development of technology standard.
