The urban workers’ basic medical care insurance level is a key factor of themedical care insurance system. It not only directly reflects the supply-demand relationof the basic medical care insurance funds, but also indirectly reflects the running state ofurban workers’ basic medical care insurance system. Whether insurance level isappropriate or not has great influence on the functions of the medical care insurance andthe development of the social economy.This article utilizes the measurement model of the urban workers’ basic medicalcare insurance level to analyze the appropriate state of the medical care insurance level.We can conclude that from1998to2009, urban workers’ basic medical care insurancelevel has been below the lower limit of the appropriate level, but the relative gapbetween the two is shrinking. This paper try to analyze the reasons for the low level ofmedical care insurance through both practical reasons in the implementation of medicalcare insurance and model and data deficiencies. The author proposed a series ofrecommendations to enhance the level of urban workers’ basic medical care insurance.
