Urban workers are important driving force to economic construction and social development in our country. The basic medical insurance system for urban workers is an important part of the social medical insurance, it has played a guarantee role on ensuring urban workers health and promoting economic development. With the reform of the medical insurance, the present a combination of social overall account and individual medical account’s urban workers medical insurance system encounted some problems in the reality operation,such as the rapid growth of medical costs、the social overall account fund blance too much、struggling firms’workers unable to enjoy the high quality of medical service and so on, those factors reduced the medical benefit level’s of urban workers.This paper mainly through instructions a brief history review and the present implement situation and problems of medical insurance for urban workers,with empirical as an example,through a questionnarie to realize the urban workers’medical situation of Ping Ding Shan city.Finding financing、 reimbursement、supplying,critical illness and medical equity take great effect on workers’medical benefit level,and also analysis and comparison the implement situation of foreign medical insurance system find the recessive factors worked the benefit level’,such as income difference、different careers’people and other factors also led to the different medical benefit level for supporting comprehensive demonstration this paper point of view. Through the statistic analysis with the questionnaires, finding out the different influencing factors’specfic performance on workers’medical benefit level, then analysis conclusions.Last chapter put forward the policy suggestions about how to further the urban workers’basic medical insurance system and solve the paper’s questions,for better increasing the level of urban workers’medical benefit level and improving the medical system’s shortages,pushing forward the medical reform be succeed.
