Entrepreneurship is one of the hot topics in the current Chinese society.Entrepreneurial environment is an important factor to succeed in business, it’s also animportant study area of entrepreneurship theory. Suzhou as a typical representative ofthe second-tier cities in China, the study on it’s entrepreneurial environment has animportant theoretical and practical significance.To the basis of Resource Dependency Theory, Population Ecology Theory and theDemand and Supply Theory in economics, the subject relies on the entrepreneurialenvironment conceptual framework in GEM Model which advanced by theGEM(Global Entrepreneurship Monitor) Project to use data collection methods such asexpert survies, expert interviews, entrepreneurs questionnaire and secondary datasurvies to collect datas about the entrepreneurial environment in Suzhou. The study hastaken an detailed research and analysis from nine aspects like financial support,government policies, government programs, research and development transfer,education and training, business environment and services, market openness, physicalinfrastructure, culture and social norms about entrepreneurial environment in Suzhou.The study results show that: From the external longitudinal comparativeperspective, the average data of each nine dimensionless dimensions and the overalllevel of the entrepreneurial environment in Suzhou City are both higher than thedomestic and the global averages. It proves Suzhou has the extraordinary achievementsand accumulate important experience in the construction of entrepreneurial environment.From the dimension dimensionless’ internal lateral comparative perspective, higherscores in "physical infrastructure","business environment and services","social andcultural norms", but relatively lower scores in "education and training "," marketopenness ","financial support", these dimensions are still need to focus on improving further. In view of this, the study puts forward several measures to further optimize theentrepreneurial environment, such as "nurture an entrepreneurial culture, addressentrepreneurs’ fears about entrepreneurship, improve entrepreneurship education andtraining system, consolidating business platforms, government self-revolution ".
