Evaluation And Promoting Strtegy Operating Quality Of Innovation System In National Hi-tech Industrial Zones

In this era of information and innovation blending, National Hi-tech Industrial Zone is the important carrier of our country independent innovation ability promotion, and also our national shiny card of political innovation over the world, as well as the core components of the global innovation system. While affirming the brilliant achievements of the National Hi-tech Industrial Zones in the last two decades, but more attention should be paid to the innovation system of the Hi-tech Industrial Zone, whether simultaneous enhancement of the operating quality and the total scale, whether its matching the expected goals or function orientation, whether meet the objective requirements such as the optimization of allocation the innovation resource efficiency.At present, the domestic and foreign scholars are focusing in the fields of method innovation and deeply dig of perspective, but ignore the integrity research including framework of innovation system, operating quality and system optimization of National Hi-tech Industrial Zones, resulting in the fuzzy of theoretical framework, weakness of practice guidance. Therefore, this paper attempt to do the research from a fresh view which is the operating quality of innovation system, evaluation and analysis the system architecture of National Hi-tech Industrial Zones, relative level, difference of characteristics and operating loophole, so as to obtain ideas and proposals for the developing operating quality of the innovation system in National Hi-tech Industrial Zone.This paper is divided into six parts, seven chapters. The first part is the foreword, mainly introduced the research purpose and meaning, currently research situation of the domestic and foreign, as well as the research contents and research methods of paper. The second part is the theory basic research, four aspects including the strategic point, regional scope, function orientation, system running, define the basic concepts of National Hi-tech Zones innovation system, summarized the system characteristics of diversity, objectivity, integrity, dynamic, self-organizing, strategic and so on, and analyzes "Four-Threes Structure" Model and its operating system mechanism of the National Hi-tech Zones innovation. The third part is the index selecting and the model building, using the integrated of discrimination analysis and correlation analysis theory to select empirical screening index in double side, giving detailed descriptions of the final44evaluation index and data sources, and constructed grey correlation evaluation model of the Hi-tech Zone’s innovation system operating quality which was based on "input-performer-outpuf". The fourth part is the operating quality measurement and characteristics of the differences an analysis, including the fourth chapter and the fifth chapter content, according to the stages of development status and current situation characteristic of the National Hi-tech Industrial Zones, selected56National Hi-tech Industrial Zones as the grey relational analysis object, and get five layer cluster distribution which seem as pyramid by using the hierarchical clustering method, were named pilot demonstration layer, spanning approximation layer, breakthrough growth layer, support drive layer, the pursue layer. While, innovation system operating quality of the National Hi-tech Industrial Zones found significant different characteristics in spatial layout, city-based, balanced structure, etc The fifth part is the strategic emphasis of improving, based on strategic guiding ideology and basic principle of operating quality promotion, combined with the existing weak links and development bottleneck, proposing five strategies focus of operating quality improvement which named three spiral interactive cooperation strategy, extraction efficiency of technology funds strategy, innovation talent development and cultivation strategy, service support platform supporting strategy, innovation culture atmosphere building strategy. In the last part, the conclusion of the paper and innovation were given as well as the research prospects.
