Quality culture of enterprises is a subsystem of enterprise culture, construction ofquality culture in enterprise is a crucial element in shaping the core competitiveness ofenterprises and sustainable development for a long run. Although quality managementtheory is already quite mature world-wide, especially the construction and certification ofquality management system, based on ISO9000international quality managementsystem standard, has got popularity on a global scale. However, the establishment of aquality management system is not the same as having a high-quality gene. The hiddenfactors, such as enterprise’s geographical features, resources, historical traditions, culturalbeliefs and other factors, will affect the enterprise’s perception of quality, even makingquality practice deviated from the established quality objectives. Only rooted in the soilof quality culture, to enable enterprises have vitality in its quality activities and practices.This article is intended to take HI Chinese subsidiary, which the author is serving asquality manager, as the study object. This article mainly described some qualityproblems after HI Chinese subsidiary been founded, addressed the deviation factorsbetween enterprise quality strategy and quality practices, how to find the deviations,eliminate the conflict and finally to realize continuous improvement mechanism throughthe quality culture construction.The small and medium companies, compare with international large company, arewith the features of lacking scale advantage, vulnerable to the effects of the variousenvironmental factors. Therefore it’s difficult to promote and duplicate the enterprises’systems for small and medium company, thus fostering and cultivating quality culture aremore important. The quality problem of HI Chinese subsidiary, as a typical small andmedium enterprises, be identified by using5M1E tool at first in this paper, and then theauthor analyze HI by using the structural characteristics of quality culture, position thehierarchy of the company quality management, and build its’ quality culture constructionstrategy and goals. Hereafter determined the action plan through SWOT analysis, addressed its’ advantages and disadvantages from internal and external environmentalview.This paper address enterprises’ quality management level by using the qualitycultural structure characteristics analysis tool, and take HI as a study sample to illuminatetypical problems and solutions when constructing quality culture, which not only haspractice significance but can providing reference for the small and medium enterprises inquality culture construction process, making them be awareness of the power of qualityculture and realize a healthy and sustainable development.
