The construction of quality culture in pharmaceutical enterprises is an effective means for enterprises to improve their quality brands and build theircore competitiveness,as well as a fundamental guarantee for the sustainable development of enterprises.Although the quality management system construction and certification of GMP as the core has been popularized worldwide,it has become the threshold of access for the pharmaceutical industry.However,the establishment of quality management system is not equal to the possession of high-quality genes,and the root cause of the problem is that the enterprise has not established or continuously improved its quality culture.Limited by the particularity of the industry of traditional Chinese medicine preparation enterprises,the influence of medicinal materials producing area,the undefined of material basis,the influence of the limitations of testing standard,lack of technology innovation and so on.These variable factors cause unevenness of the product quality and curative effect of traditional Chinese medicine.As a result of historial reasons or integrity,the data reliability problems have caused,which make the enterprise deviation in the practice of the quality,restricts the Chinese medicine industry towards high quality goal for rapid development.The deep-seated reason behind the traditional Chinese medicine enterprises is the cognition of quality spirit and the lack of "culture" gene.Therefore,the establishment of quality management system is important,but it is not the same as the possession of high-quality product quality.The root of the problem is that the enterprises have not established or continuously improved quality culture.In this text,the author regards the XB pharmaceutical company that he present works in as the research object.It researches the company in some of the problems in the quality management activities since its establishment,using "a figure of the two tables" and 5M1E method,using risk management and the concept of whole life cycle for product control,analysis of enterprise in quality management activities in human,machine,material,method,link,documents and other problems,and then find out the problem of cultural roots.It's based on the company's strategy and corporate culture as the basic starting point,the quality culture structural characteristics of four levels as the theoretical basis This paper puts forward the construction plan of XB pharmaceutical company's quality culture from the aspects of spiritual culture,institutional culture,executive culture and material culture,so as to improve the quality brand and provide genuine,safe and effective products for consumers.It is hoped that this study can provide reference and feasible solutions for private enterprises of traditional Chinese medicine preparation of similar scale,exert the great power of quality culture,establish effective quality culture and make continuous improvement,constantly improve product quality,constantly improve brandimage,and take the road of quality development of traditional Chinese medicine modernization and internationalization.
