Study On Agricultural Development Of Land Management Projects Evaluation

China’s agriculture is in the transformation period from traditional agriculture to modern agriculture. It is necessary to improve the conditions of infrastructure and ecological environment in order to improve agricultural production capacity and efficiency. In our country, the special status of agriculture and basic industries to achieve objectives of agricultural development in the new period need to decide the need for the implementation of comprehensive agricultural development. Practice shows that land management projects as an important part of comprehensive development has played an important role in consolidate and strengthen agriculture as the foundation for the position, improve agricultural production capacity and international competitiveness, accelerate the restructuring of agricultural production, agricultural modernization and sustainable development. Belong to the increase of investment due and investment mission on land management, the project management and investment efficiency need a higher demand level.It is not only a comprehensive agricultural development to evaluate the use of capital expenditure and oversight, but also assess the government’s policy to protect agriculture.Therefore, the in-depth study in comprehensive agricultural development of land management project is necessary.The study is from the reality of land management projects of agricultural comprehensive development, assessment of current land management projects and scope of the main content, the necessity and feasibility of projects. Use the Construction of demonstration projects with high standards of farmland of Xinhua2010as a comprehensive agricultural development of land management projects in the typical project analysis. Argument from the evaluation results, the project take water, agriculture, agricultural machinery, technology and other comprehensive measures for the comprehensive development, the planning is scientific and reasonable, scheme is feasible. Through the comprehensive development, economic, ecological and social benefits in the project area can promote local farmers to get rich, accelerate rural economic development, construction of a new socialist countryside.By analyzing the case, give some suggestions on the comprehensive development of agricultural land management project:improve the financial resources of land management projects to support policy and improve the investment standard; on the basis of past experience, further integration of comprehensive agricultural development work around the actual,establish and improve mechanisms for project planning and design work; formulate a scientific and rational standardized methods and evaluation content on land management of agricultural comprehensive development project, strict implementation of the laws and regulations about national comprehensive agricultural development project and fund management; improve the project construction and management level.
