Comprehensive Agricultural Development, Land Management Projects Performance Evaluation

As an important component of financial funds for assisting agriculture,the evaluation on efficiency of fund utilization about comprehensive development of agriculture usually bottoms upon practical experience and voids of a professional system, though our country has already started establishing and gradually improving on performance evaluation of efficiency about financial funds,Based on this background,according to the public welfare features of the project of comprehensive development of agriculture, starting with the new management movement and the practice of government performance management in the west countries,employing the theory about market economy home and abroad,new public management,common product and sustainable development,taking the land-control project in comprehensive development of agriculture as an illustration,this text makes a further and systematic research into evaluation theory,evaluation methods,evaluation content,evaluation index,the weight of every evaluation factor and the choice of evaluation methods;investigates how to confirm the value of comprehensive evaluation index;based on qualitative or quantitative analysis, build comprehensive evaluation models bottoming upon methods of statistics analysis ,according to the application the model to the comprehensive development of agriculture project of 2005 in Baima,Lishui,Nanjing;This paper analysises the key factors that affect performance evaluation of comprehensive development of agriculture,realizes some innovation in methods,contributes substantially to perfecting the performance evaluation system of comprehensive development of agriculture and improving the achievement in the construction of comprehensive development of agriculture project.
