Financial expenditure structure reflects the preferences of government functions. In a certain scale of expenditure, the fiscal expenditure structure have an important impact on economic development. With the deepening of China’s financial system reform, as the main macro-conctrol means of local government, the proportion of local fiscal expenditure in total expenditure of China is increasing. The structure of local fiscal expenditure will have a bearing on the local economic efficiency. Adjusting and optimizing the structure of local fiscal expenditure becomes an important task of china’s financial reform.In this paper, on the basis of previous theoretical research, selected Tianjin as the study object. Using statistical analysis and comparative analysis method, Analyzed the Structure of the expenditure of economic construction, agriculture expenditure, the expenditure of science, education, culture and hygiene and the expenditure of administrative. We found that Expenditure efficiency in Tianjin is low and the structure of fiscal expenditure in Tianjin is somewhat unreasonable. Then we established a econometric models to study the relationship between these five categories of spending and economic growth. Through the model, we draw the following conclusions:the expenditure of economic construction and the expenditure of science, education, culture and hygiene has significant positive effect on economic growth; agriculture expenditure has positive effect on economic growth, but not significant; Administrative expenditures has significant negative effects on economic growth. Finally, the paper advances policy recommendations to optimize the structure of local fiscal expenditure.
