Market is the inevitable trend of the public utilities reform, the reform of public utilities, though started late, but market-oriented reforms in this area has developed rapidly, a significant achievement. From the market-oriented concepts, theories, starting with the reform model similarities and differences, through the success of Gongqing water plant water reform and privatization of public transportation between Hunan and Hubei analysis of failed cases, through the reform of public utilities the basis for a critical analysis of gains and losses put forward the successful reform of public utilities of the three evaluation criteria:price is reasonable, operational reliability and the people are satisfied. On this basis, combined with the actual development of medium and small cities, illustrates the development path of the public utilities reform:①to improve efficiency, to break the monopoly and introduce competition in the market mechanism.②guidance, differential treatment, adhere to the characteristics of development.③to achieve diversification of ownership structure and financing through various channels.④transformation of government functions, improve the management system.⑤improve the reform of public utilities supporting policies and regulations.Public utilities involve thousands of families in the efforts to promote market-oriented reform process can not do without government supervision, to ensure that government regulation is important to note the following:First, we should improve the central and local regulatory agencies, the scientific supervision of central and local levels configuration rights; Second, we must straighten out, to solve the political, matter, monitoring, enterprise, regardless of the problem; three key areas to improve the interests of effective control and coordination mechanism, enhance user and public involvement; four to reform the price management system, improve public infrastructure goods and services price mechanism; five to establish a sound incentive and restraint mechanisms of government control symmetry.
