Research On Evaluation And Countermeasures Of The Supply Situation Of Hunan Urban Public Utilities

Development of urban public utilities are closely related to our living standards, however, with the changing of times, chooses toward urban public utilities has gone to more diversified developing direction. As material carrier of urban survival and development, as a prerequisite of urban economic development and social progression, the construction,operation and development of urban public utilities will have directly affection to speed and quality of urbanization. Therefore, evaluation on supply situation of urban public utilities which provided by the government is increasingly becoming the focus of attention.On the basis of systematic study on theories and methods of domestic and foreign governments'evaluation on urban public utilities, this paper attempts to introduce the principal component analysis method to the evaluation of urban public utilities and tries to provide an alternative for our evaluation of urban public utilities. With combination of qualitative and quantitative analysis, on the basis of analysis on urban public utilities and related theories, this paper has done evaluation on urban public utilities supply situation of 13 prefecture-level city in Hunan Province, and has tried to build a more comprehensive evaluation index system, and eventually has established three models: principal component function model,principal component factor score model and the sample rank model. On the basis of extensive collection of official data, this paper tries to do model analysis according to index system constructed, to make empirical research on urban public utilities supply situation of 13 prefecture-level city in Hunan Province with principal component analysis method, and then gets assessment ranking of public utilities supply situation of 13 prefecture-level city, furthermore divides highlight areas of overall strength(Changsha,Zhuzhou,Xiangtan),good areas of overall strength(Yueyang,Zhangjiajie,Hengyang),general areas of overall strength(Loudi,Huaihua,Yiyang,Chenzhou,Changde) and weak areas of overall strength(Shaoyang,Yongzhou). According to the results, this paper has in-depth analysis on performance and type of supply of urban public performance and found the reasons on basis of systematic analysis framework. The reasons are in the following five aspects: decision-making is lack of scientific, city government officials have"rent-making"behavior and"achievements"motives, market-oriented operation is not high, a huge gap exists in the supply of funds,funding sources and financing channels are single, government regulation and supporting systems,policies are not perfect. Then, according to regional characteristics,developing trend and practical issues in each industry of different countries, this paper proposes some more appropriate reform proposals to enhance the performance of Hunan Province's urban public utilities: first, to establish a scientific and democratic decision-making mechanism of the supply of urban public utilities; the second is to transform governments'functions, strengthen the Government's guiding function to the supply of urban public utilities; the third is to improve market supply models and to promote market-oriented reform of monopoly industries; the fourth is to expand the channels to achieve diversification of funding sources; the fifth is to improve supervision system,supporting laws and regulations of the supply of urban public utilities.
