Research On Regulatory Reform Of China's Public Utilities

With the deepening of economic system transformation, acceleration of urbanization and improvement of living standards, the low operational efficiency, indifferent service awareness, obvious contradiction between supply and demand, slow pace of development and other issues of China Municipal Public Utilities become more prominent. Policy department began to reflect the monopoly operating system and the traditional regulation policy, then, accelerated the pace of regulation reform of Municipal Public Utilities since the mid 90s of last century.This paper studies on Urban Water Supply Industry, Low Voltage Power Supply Industry, Pipeline Gas Industry, Central Heating Industry and other network-based Municipal Public Utilities, adopts the research methods of combining theory with practice, comparative analysis and systematic analysis, follows the analysis route from theory to practice, from macro to micro, from the general to the special, researches the regulation reform of Municipal Public Utilities in China systematically. This article has three main contents:One is theoretical basis for regulation reform of Municipal Public Utilities. Analyzes the concept and technical characteristics of Municipal Public Utilities firstly, and then, interpret the theoretical basis for the regulation of Municipal Public Utilities, at last, because of the development in natural monopoly and regulation theory, regulation practice also need to be reformed and developed.Two is performance evaluation of China Municipal Public Utilities as the example of China Urban Water Supply. Firstly, sorts out the process of regulation reform in Urban Water Supply Industry, then, indirectly evaluate the performance of regulation reform from economic performance, technical performance and social performance.Three is policy option of regulation reform of China Municipal Public Utilities. Firstly, introduces the typical mode of regulation reform of Municipal Public Utilities in foreign countries, sums up the common features, provide the experience for our country. Then, proposes the objectives, principles, framework and specific policy suggestions of regulation reform in China Municipal Public Utilities.
