With the development of the mutton sheep industry all over the world, mutton sheep industry develops rapidly in Chinese rural area. With the implementation of limmited and prohibitted grazing policies and grassland ecological protection mechanism in Xinjiang region, the slaughter capacity grows slowly and even has a decreasing trend in Changji Pastoral areas, mutton sheep industry in the rural area faces a big opportunity and challenge in Changji. Currently, the development level of mutton sheep industrial organization in Changji rural area is low, and various stakeholders have not formed any profit-sharing and risk-sharing mechanisms, so, the farmers ’profits are small and unstable. Moreover, they have to withstand a great risk, which all result in mutton sheep slaughter capacity very unstable. Therefore, it is helpful for increasing mutton sheep slaughter capacity and stabling current high lamb price to develop Changji rural area mutton sheep industrial organization and to improve the level of farmers’ profits and low the risk.In line with this need and challenge, this paper systemly analyzes the forms of industrial organization in different stages of mutton sheep industry and different types of industrial chains in Changji rural area. And then it analyzes the evolution trend of mutton sheep industrial organization in Changji rural area. It finally puts forward corresponding countermeasures and suggestions.The main content of this article includes:Part Ⅰ:It analyzes the organization forms of mutton sheep industry in stages of production, sales, slaughtering, processing and saling in Changji rural area. In the production stage, the small-scale farmers taking dominant position have a backward production mode, and they have no willingness and ability to expand the production scale; In the sales stage, traditional sales models, including doorstep sales, livestock market sales and slaughtering sales models, take big proportion, under which, the farmers ’profits are small and unstable; In the slaughtering, processing and saling stages, most slaughtered mutton sheep in the sentinel cow and sheep slaughter plants are sold in the form of fresh meat, which causes the lamb product low quality and unsafety.Part Ⅱ:It analyzes the types of traditional "scattered management" mutton sheep industrial chain and modern industrial chain in Changji rural area. Under Scattered management industrial chain taking big proportion, various stakeholders connect loosely. The farmers’interests in the production stage are small and unstable. Moreover, they have to withstand great risk, while under the modern mutton sheep industrial chain, farmers and various stakeholders form a certain profit-sharing and risk-sharing mechanism. But its development has some big constraints, and it only takes a very small proportion.Part Ⅲ:After comparing and analyzing foreign mature mutton sheep industrial organizations, it further analyzes the evolution trend of mutton sheep industry stakeholders and industrial chain in Changji rural area. This paper get an conclusion that the number of scale farmers will be gradually increased, and slaughtering and processing enterprises will gradually grow and develop, and scattered management industrial chain will evolve toward to the industrial chain driven by leading enterprises, but the process is very slow.Part Ⅳ:On the basis of full-text analysis, this paper proposes some corresponding countermeasures and suggestions,which include promoting the farmers ’scale level, building the social service system, developing vigorously the slaughtering and processing enterprises, and promoting the development of specialized cooperative organizations.
