It coversthe city workers, rural residents, migrant workers and landless peasants and all theresidents in the system of coverage inside. However, because these systems as the basis forthe establishment of the urban and rural household registration under the dual structure,gap between the level of treatment and lack of convergence, making it difficult toeffectively protect civil rights, it is difficult to give all residents a fair opportunity toparticipate in society. In this paper, it made further exploration for the pension reform inShanghai，based on research, literature search through a large number of old-age insurance.First of all，the issue discusses the urban and rural co-ordination theory, the timing ofthe urban and rural, urban and rural areas of government responsibility, what is more，especially the social security system, dual path dependence for more in-depth analysis,The basic starting point security system of the urban and rural balance is fair, fair andbalance effective.In this paper, after four types of pension insurance in Shanghai Status, problems,challenges and the necessity for the integration of urban and rural analysis, it designssecurity model for urban and rural residents. The innovation of this paper is through theOld-age insurance in rural areas, Pension of small towns, pension insurance for Migrantworkers converged for the urban and rural endowment insurance, to set reasonable payment rates, payment base, paying the fees and payment methods, and validated byempirical analysis of the rationality and feasibility. This endowmentinsurance system, the simulated results tend to the result of an aging urban population ofShanghai，it is more real. Changes according to the actual policy differences, by changingthe rate of change of the model, such as: social growth, payout ratio, paid rates, is moreflexible pension paid simulation, distribution and accumulation.This not only provide asound basis reference for pension insurance in Shang hai, but also provide advice for thesocial security formulation of development strategies in Shang hai.
