Research On Occupational Pension System Construction Of Institutions

Along with the introduction of the pilot reform program of endowmentinsurance of the institution staff (State〔2008〕10), the endowment insurance system ofinstitutions has started a new round of reforms. The basic direction of the reform is to makethe basic endowment insurance system of institutions to be in line to the enterprise, whileestablishing occupational pension system. The pilot reform program basically defines themeasures for the implementation of the basic endowment insurance system of institutions,but the occupational pension system has not been clearly defined, therefore, this studyselects occupational pension system construction of institutions to research.In this study, the following aspects of occupational pension system constructionof institutions are studied: firstly, defining the concepts related to occupational pensionsystem of institutions, at the same time, analysising the theories related to occupationalpension system combining the related contents in economics, management science, andsocial security; Secondly, researching the development process, status and existing issuesof the endowment insurance system of institutions and pointing out the necessity ofoccupational pension system construction combined with the current policies; Thirdly,providing experience to the occupational pension system construction of institutions bycomparing the supplementary pension insurance systems in different countries; Fourthly,formulating the macro-framework of the occupational pension system and doing therelated micro-analysis; Fifthly, making policy recommendations for the occupationalpension system construction of institutions.This study adopts the combination of qualitative and quantitative researchmethods. Two parts are calculated by using the quantitative research methods: firstly, thesubstitute rate of the basic endowment insurance system of institutions is calculated on thebase of the The pilot reform program with empirical analysis, the result shows that therate will probably drop to40%~50%, indicating the necessity of occupational pensionsystem construction from the angle of quantitative; secondly, the substitute rate of the occupational pension system is calculated and analysed by constructing actuarial modelwith empirical analysis, providing the basis for making policy recommendations for theoccupational pension system construction of institutions.The feature of the study are formulating the occupational pension system frommacro and calculating and analysing the substitute rate of the occupational pension systemby useing the combination of qualitative and quantitative research methods, on these bases,considering the situation of our country, this research makes policy recommendations forthe occupational pension system construction of institutions as followings: giving full playto the government in occupational pension system construction; stressing units’ effect inoccupational pension system construction; clearing the status of occupational pension anddoing the related convergence; building a sound regulatory system of occupational pensionfunds; making overall plans and taking some assistant reform measures.
