Evaluation Of Public Expenditure Efficiency Of Jiangxi Province

Although china have established relatively stable financial revenue system and our financial strength has been more and more strong, the fiscal revenue and expenditure contradictions were becoming more and more outstanding and the financial deficits was bigger and bigger. Except for financial resources quantity is not enough, the more important reason is low efficiency in public expenditure, so making a thorough study on issues of evaluation of public expenditure efficiency and as soon as possible establishing scientific and normative system of evaluation of public expenditure efficiency are significant.My paper based on public finance theory, new public management theory and public finance expenditure theory and adopt the data envelopment analysis, after understanding the connotation of public expenditure efficiency, we establish the index system of evaluation of public expenditure efficiency and make analysis on the public expenditure efficiency of Jiangxi province from the lateral and vertical aspects. In the lateral direction, the relative efficiency of six provinces of the central china is worked out from2007to2010and the result are compared and analyzed, to understand the status of Jiangxi province. In the vertical direction, public expenditure of Jiangxi province is worked out from2007to2010, the relative efficiency of the important aspect of public expenditure of Jiangxi province is worked out from2001to2010.The results show that the public expenditure efficiency of Jiangxi province is in the intermediate state of the six provinces of the central china. Secondly, Jiangxi province should be increase expenditure in the science and technology, measures to protect the environment and education and medical system should be implemented. Thirdly, women should be encouraged to join in work. Convenience service point of the town should be increased. Fourthly, Jiangxi province should reinforce health care management to children under7, the beds in General hospitals and health centers should be increased, the problems of rural areas water popularization should be solved as soon as possible. Fifthly, Jiangxi province should strengthen publicity of the significance of education and increase the number of students of the colleges and secondary school.
