The Optimization Research On Nghe An Province Helps Deficient Public Expenditure

The Vietnamese Party and Government always consider hunger alleviation and poverty reduction as one huge guideline to address the society’s urgent issues in the progress of the national industrialization and modernization. The Vietnamese Party and Government conducted a lot of programs, policies of hunger alleviation and poverty reduction such as the programs:134/CP,135/CP,167/CP, The resolution30a/CP, etc. Thanks to these, the hunger alleviation and poverty reduction is pushed up and the living standard of the poor and the persons in the difficult area is enhanced. According to the statistics, over2past decades, Vietnam has gained a lot of important achievements in the field of hunger alleviation and poverty reduction. In1993, the entire country has about58%the poor households and in2002, this number declines to28,9%, and in2010, it is14,20%.Nghe An is one of the land areas with a lot of famous people and wonders; it is also the birthplace of President Ho Chi Minh and the cradle of the national revolution. In the recent years, with the supports of the government and international organizations, together with the efforts of the authorities and the people of Nghe An province, the hunger alleviation poverty reduction of Nghe An province has shown many positive changes. The poverty rate decreases rapidly (from27.14%(2006) down to11.98%(2010), the average decrease is2-3%/year); the people’s living standard has been improved; and the employment rate of the poor has increased sharply. Nghe An is one of provinces which are highly appreciated by the government and the central departments for the implementation of Government’s public investment programs for hunger alleviation and poverty reduction.In this thesis, by using many research methods such as:theoretical research method, practical research method, research method of the products in operation, method of observation, talking, method of mathematics statistic, method of evidence analysis; and in combination with investigating and surveying the reality of poverty in Nghe An Province, the author analyzes the criteria to identify poverty standard in Nghe An Province on5factors:Low income, unstable working, dilapidated and temporary house, poor education, no specialty capacity and then to exactly show the poverty reality in Nghe An Province. In addition, basing on the research of public expenditure plan for hunger alleviation and poverty reduction in the combination with the methods of evaluation, the author states active efficiency as well as the shortcomings and its cause in the public expenditure execution for hunger alleviation and poverty reduction to enhance the living standard of the inhabitants in Nghe An province.Finally, on the base of analyzing the situation of poverty rate and public expenditure efficiency for hunger alleviation and poverty reduction in Nghe An province, the author gives2target system and5solutions to contribute to increasing the efficiency for the public expenditure in the hunger alleviation and poverty reduction in Nghe An.
