Synthesis ammonia is an important chemical product which is widely used in agriculture、industry、national defense、medicine、metallurgy, etc, it has significant meaning in national economy. The project of XJ’s large chemical fertilizer is the major fertilizer project constructed by PetroChina, and is also the landmark construction of realizing the strategy of "Regional superiority resources conversion" in XJ uygur autonomous region and "Intergration of upstream and downstream" in Tarim oilfield company. There into,45million tons/year synthetic ammonia is the biggest equipment scale in our country. The research not only further strengthens and improves management and optimization in theory of our country’s major projects, especially in large installations projects, but also has important practial significance. It can help solve practical problems and optimization of management programs in project management. More over, the project of construction provides a reference to other installations projects.However, being the biggest interior synthesis ammonia project, there is no similar project for reference, besides, the project must be completed with high quality and quantity in time. On account of the reasons referred above, this paper bases on the research achievement of the project management mode made by scholars domestic and foreign, by interviewing、investigating and surveying many completed or constructing projects, combining the current condition of45million tons/year synthetic ammonia management, using of the ways research by the theory and practice, researching study, Gantt, analysis of project management and so on, this paper deeply analysis the problems such as schedule management、quality management、cost management、risk management and communication management encountered in the management of the project, after careful analysis of the relevant reason, this paper raises optimization scheme in terms of those five aspect, meanwhile, this paper also puts forward three aspects include perfecting organization responsibility system, strengthening the information and communication management and strengthening the control of the subcontractor to ensure the implement of45million tons/year synthetic ammonia management mode. The most prominent feature of this paper is to propose a unique mode of project management of ammonia plant, and using the form of graphically to represent the model structure. The model proposed provides a reference to other installations projects.
