Transportation infrastructure construction in China has gone through more than2decades of development and has gone through the process from weak foundation to increased total quantity and from single to composite multivariate development. It has become an important part of the international construction industry. At present, transportation infrastructure construction has become one of the important factors in driving the development of domestic economy. Although domestic transportation infrastructure construction is developing steadily, market layout and structural adjustment will witness major changes. Because of the rapid development of domestic transportation infrastructure construction during the past decade, the conflicts between resource and scale, developing quality and developing speed have become increasingly striking and transportation infrastructure construction market has shown the trend of decrease in investment and adjustment in investment regions, which means construction enterprises have to make strategic adjustment.As a large domestic construction enterprise, CCCC Second Highway Engineering Co. Ltd. has to confront a more complicated international and domestic market environment. Therefore, how to keep pace with the market pulse, grasp the development direction and adjust development strategy has become an urgent problem the enterprise has to deal with immediately.Based on the strategic development history of CCCC Second Highway Engineering Co. Ltd., this thesis makes analysis according to the logical structure of "posing a question, analyzing a question and solving a question". First, it analyzes the economic situation of China and abroad and the changing trend of the market environment and proposes the necessity for the enterprise to make strategic adjustment. Secondly, it makes a comprehensive analysis on the strategic environment of CCCC Second Highway Engineering Co. Ltd. through using western strategic research theory for reference and combining the findings of domestic strategic research theories with PEST (politics, economy, society and technology), SWOT (strengths, weaknesses, opportunities, threats) and Michael Porter’s Five Forces Model as the major analysis methods. Thirdly, starting from the strategic goal of enhancing the competitiveness of major construction enterprise and realizing the maximization of the enterprise value, this thesis puts forward the general idea of the enterprise strategy in the next10years and the dominant idea of strategic transformation from "becoming bigger and stronger" to "becoming better and stronger" and conducts an in-depth research on the strategic positioning, strategic idea, strategic objective and strategic measures and forms a strategic programme with certain practical significance.The key point of this thesis is discussing the implementation of strategic programme and ascertaining the development strategy route of "concentric diversification" and "vertical integration". Furthermore, this thesis draws up relevant measures to ensure the effective implementation of the strategic programme and provides a strategic development route with reference value for large state-owned enterprises.
